A company that uses a biplane to give air tours is seeking permission to offer tours over Fredericksburg and Spotsylvania National Military Park in Virginia.
Helmet and Goggles Adventures has reached a tentative agreement with the Federal Aviation Administration and the National Park Service to offer the commercial tours. The draft voluntary agreement for the tours is open for public comment through May 20.
The company proposes to fly out of Shannon Airport, in Spotsylvania County, adjacent to the national battlefield. The voluntary agreement establishes conditions for the air tours. These conditions include routes and altitudes, number of operations, type of aircraft, hours of operations, and reporting requirements.
The tours would be made in a restored World War II vintage Boeing Stearman PT17 biplane. The agreement calls for up to 200 tours a year to be conducted during daylight hours and when the temperature is at least 50 degrees and no rain.

WHY?? Most of our battlefields are overgrown with trees. You cannot see anything unless you are on the ground.
