Utah officials are bucking more than a century of legal rulings, and their state's own constitution, in asking the U.S. Supreme Court to transfer federal lands to state ownership. It's either a quixotic Hail Mary or a bold move banked on hopes that the court's activist conservatives will overstep Congress's authority and grant their wish.
